The Department of Information and Communications Technology, as stated in RA 10844, is the primary administrative entity on the promotion of the national ICT agenda. With former Senator Gregorio B. Honasan as lead implementer of this agenda, he started a mass roll-out of the programs and projects of the agency, following marching orders from the President. Part of Secretary Honasan’s goal was to “Connect the government to other governments, domestic and global; government to businesses; government to citizens; and everybody to each other. We must do this in a faster, cheaper, if not free, and more secure manner.” (https://dict.gov.ph/)
Under its Powers and Functions, the DICT aims to partner with DepEd, CHED, and TESDA in order to develop and promote ICT in the country. Included in this project and programs is to partner with hospitals, provinces, and even HEI’s to improve their connectivity, especially in this time of pandemic.
On March 22, 2020, DICT partnered with Pamantasan ng Cabuyao, with the sole aim of institutionalizing Free Public Wifi Internet Access in the said university. The agreement was signed by Engr. Reynaldo T. Sy, DICT Regional Director and Dr. Albert D. Madrigal, the university president thru the leadership of the city’s Mayor Rommel A. Gecolea.
